(1) Notwithstanding anything else written in this paragraph, in accordance with sub-section (3) or (4) of section 3, if the dispute is to be resolved through conciliation, the body handling such case shall order the appointment of a conciliator.
(2) When ordering the appointment of a conciliator in accordance with sub-section (1), an order shall be given to appoint a person chosen by the parties from among the persons who have received a certificate to act as a conciliator in accordance with sub-section (1) of section 21.
